UK and France to Deploy Forces to the Country in the event that a Peace Deal is Reached

The UK and France have formalized a memorandum of understanding concerning the deployment of troops in the nation if a ceasefire be concluded with Russia, the British leader, Keir Starmer, has announced.

Following talks with allied nations in Paris, he said that the allies would "set up military hubs across Ukraine and build fortified facilities for arms and military equipment" to discourage any subsequent incursion.

The partner countries also put forward that the America would assume leadership in monitoring a ceasefire.

Russia has on multiple occasions stated that any external forces in Ukraine would be considered a "legitimate target", but has as yet not commented on this new announcement.

The Situation and Ongoing Conflict

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Russia currently controls roughly 20% of the country's land.

"This represents an essential component of our commitment to stand with Ukraine for the long-term," remarked Starmer.

Heads of state and high-ranking officials from the "Coalition of the Willing" participated in the Paris negotiations.

Addressing reporters at a shared media briefing, the Prime Minister added: "It paves the way for the legal framework under which British, French, and partner forces could function on the ground in Ukraine, protecting Ukraine's skies and seas, and regenerating Ukraine's defense capabilities for the time to come."

The PM added that Britain would take part in any Washington-directed verification of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Senior US negotiator Steve Witkoff said that "durable safety pledges and strong economic promises are essential to a lasting peace" in Ukraine – referring to a key demand made by Kyiv.

The negotiator said the partner nations had "largely finished" their work on finalizing such guarantees "to ensure the citizens of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, US President Donald Trump's representative, also was involved in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "considerable advances" at the meeting.

He noted that "strong" defense assurances for Ukraine had been agreed in the case of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major advance" had been made in the negotiations, but cautioned that he would only deem efforts to be "sufficient" if they resulted in the cessation of the war.

Earlier, the Ukrainian leader indicated a settlement was "largely prepared". Settling the outstanding 10% would "decide the fate of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the forefront of key disagreements for the parties involved.
  • Moscow has consistently stated that Ukraine's forces must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, dismissing any compromise over how to end the war.
  • Kyiv has thus far excluded ceding any land, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia follows suit.

Russian forces currently occupies approximately 75% of the Donetsk region and some 99% of the bordering Luhansk region. The pair of oblasts form the industrial region of the Donbas.

The original US-led comprehensive framework that was circulated to the media last year was viewed by Ukraine and its European allies as being heavily skewed in Moscow's direction.

This sparked a period of high-level discussions – with Ukraine, the US and European leaders trying to revise the draft.

The previous month, Kyiv sent the US an updated framework – as well as additional documents detailing potential defense assurances and arrangements for Ukraine's reconstruction, the President stated.
